Integrity State Report: Areas of greatest corruption risk identified for 2024-25

This week, the Independent Commission Against Corruption (ICAC) tabled its 2024-25 Annual Report and Integrity State 2024-25 documents before the South Australian Parliament.

Alongside business-as-usual, this year’s Annual Report demonstrates a continued increase in the number of complaints and reports made to the Office for Public Integrity under the ICAC and Police Complaints and Discipline (PCD) Acts – with total referrals to ICAC up 146 per cent from the previous year.

ICAC received 165 referrals of potential corruption. Of those:

  • 65 investigations were commenced under the ICAC Act
  • 4 investigations were commenced under the PCD Act
  • 96 matters were referred to SA Police for investigation.

The fourth Integrity State report provides an overview of recommendations made to public authorities between 1 July 2024 and 30 June 2025 following ICAC investigations.

During the 2024/25 financial year, two significant areas of corruption vulnerability emerged:

  • First, conflicts of interest continue to present a significant corruption risk for public authorities. This year’s report highlights the risks that conflicts of interest can pose at various stages of procurement processes
  • The second is the misuse of power and resources entrusted to public officers for personal gain. Examples include the misuse of confidential information or other public assets, and the acceptance of gifts or other benefits in exchange for preferential treatment. Such impropriety undermines the integrity of public administration and diminishes public trust.

The recommendations outlined in this report demonstrate how ICAC’s role extends beyond investigations to identify corruption vulnerabilities in organisational policies, procedures, and practices.

“Where appropriate, ICAC offers proportionate and measured recommendations to help strengthen integrity and accountability across South Australia’s public sector,” Commissioner Townsend said.

“Strengthening integrity is not only about responding to corruption allegations – it’s also about building systems and cultures that help prevent corruption from occurring in the first place.”
