A tool for South Australian Government agencies
A positive integrity culture is underpinned by ethical leadership, sound organisational governance and professional, inclusive and respectful workplace behaviours.
Public authorities that assess their integrity maturity can use the outcome of this assessment to strengthen their pro-integrity culture and controls and address integrity risks. This is part of a process of continuous improvement.
Undertaking the Integrity Maturity Self-Assessment can also assist your organisation to develop a tailored integrity framework.

Frequently asked questions
We’ve adopted the Office of the Commissioner for Public Sector Employment (OCSPE) definition of ‘building integrity’ to mean:
- using our authority responsibly
- being open and transparent in our actions and decision making
- reporting improper conduct
- avoiding or appropriately resolving any real or perceived conflicts of interests.
The Self-Assessment supports organisations to review their current integrity maturity status and implement strategies for improvement.
The aim is to promote workplace accountability, transparency and honesty, as well as mitigating the risk of corruption and other impropriety.
This tool has been designed specifically to support South Australian public sector agencies.
It is recommended that the Self-Assessment be completed as a joint exercise (i.e. by a working group or committee) rather than on an individual basis, to reflect a broad cross-section of views and experiences.
Examples of business areas that could participate in the Self-Assessment process include:
- staff involved in enterprise risk management and compliance
- staff already responsible for undertaking maturity assessments, such as protective security and fraud prevention
- staff from integrity-related areas, such as internal audit, procurement, contract services, human resource management, financial services, and information technology.
The Self-Assessment is a freely available Microsoft Excel-based resource.

No. This tool will match your agency against one of four levels of integrity maturity – emerging, evolving, embedded or excelling.
It is designed to support improvement, not pass judgement on your organisation’s current state.
Consider drawing on the following sources to inform the Self-Assessment process:
- Reports from Parliament, oversight organisations (such as the Auditor-General), community comments and complaints and the media
- Organisational policies, procedures and other guidance
- Organisational data and information, such as:
- staff survey results and sector-wide comparative data
- perception or witnessing of misconduct, maladministration or corruption
- reports of harassment, bullying or discrimination
- complaints, code of conduct reports and investigation results
- sanctions or disciplinary action
- performance management data
- unscheduled absence rates
- rates of staff turnover
- work health and safety data
- integrity training rates.
Once complete, the Self-Assessment tool will calculate your organisation’s overall maturity level, providing a summary and chart to help you share the results with others.
It is recommended a maturity assessment report is prepared following completion of the Self-Assessment and provided to organisational leadership and other relevant stakeholders i.e. audit, risk, and compliance.
Organisations are free to use the results however they choose, but are encouraged to undertake reporting, recommendations and decision making to reach desired maturity levels.
Organisations are free to share their findings as they see fit. ICAC will not track or request organisations’ results.
However, the Self-Assessment report may serve as a useful tool should your organisation wish to seek our assistance in implementing change.
