    Recommendations were aimed at clarifying roles and responsibilities, strengthening accountability and improving communication and adherence.

  • The Public Sector Procurement Report outlines the results of a survey undertaken by suppliers and public officers working in South Australian procurement.

    The results examined corruption risks in public sector procurement including misuse of information, gifts and benefits, conflicts of interests and knowledge and perceptions of procurement risks.

  • Discussion Paper: Lobbying and Influence gives an overview of the main issues arising in the context of lobbying regulation in South Australia.

  • Yes Minister

    The Yes Minister report highlights corruption risks in unsolicited proposals where individuals may use government connections for personal or commercial advantage.

    The report focuses on the risks of preferential treatment and improper influence in decision making with emphasis on government guidelines and principles for the transparency, assessment and thresholds of unsolicited proposals.

  • Evaluation of TAFE SA

    This evaluation assessed TAFE SA’s vulnerability to corruption in a number of areas, including the management of human resources, procurement, assets and facilities of information. It also explored corruption risks arising from TAFE SA’s commercial activities, industry engagement and interactions between teaching staff and students.

  • Integrity State
    1 Dec 2022

    The Integrity State report summarises corruption prevention recommendations made directly to agencies at the conclusion of a corruption investigation. The recommendations include the management of conflicts of interest, workplace culture, and the supervision of staff and business functions.

  • Evaluation of targeted aspects of the Central Adelaide Local Health Network examined the practices, policies and procedures of the network related to the management and investigation, of complaints. Twenty-five recommendations were made to assist the Network and the Department for Health and Wellbeing pursue improvements.

  • Buy Now, Lie Later results from an investigation into allegations that two public officers misused their government purchase cards by purchasing terms for personal use.

    The report makes 6 recommendations for improving processes to minimise the corruption risks associated with purchase cards.

  • The Commission’s Annual Report for the 2021–22 financial year.

  • Evaluation of the Practices, Policies and Procedures of Super SA considered whether Super SA’s practices, policies and procedures provide adequate controls to manage corruption risks. It made 24 recommendations to assist Super SA in managing those risks.

  • Local Government Integrity Insights is the second report from the 2021 integrity survey, and focuses on the views of public officer workings in local government. It also highlights noteworthy differences in the views of those in local government sector against all public officers.

  • The ICAC Public Integrity Survey 2021 outlines the findings and analysis of the 2021 integrity survey of public officers.

  • Received or Deceived? identified efforts by suppliers and contractors to conceal their dishonest conduct from public authorities.

    Public authorities have further enabled this conduct through poor contract management practices and a lack of effective systems to ensure they receive what they pay for.

  • Failing the Corruption Road Test report outlines a pattern of wrongdoing among some authorised examiners appointed by the Registrar of Motor Vehicles to conduct practical driving tests. It makes 9 recommendations to prevent potential corruption.

  • An examination of changes effected by recent amendments to the ICAC Act 2012 scrutinised recent changes to the ICAC Act and explored the implications of those changes.

  • 2020–21 Annual Report for the Independent Commission Against Corruption and Office for Public Integrity.

  • Facilities Maintenance in Local Government follows an investigation into the conduct of a public officer working in facilities maintenance at a local council. The investigation uncovered a pattern of improper conduct.

  • The Evaluation of the Practices, Policies and Procedures of the Department for Correctional Services focused primarily on the corruption and integrity risks inherent in prison environments, together with some aspects of departmental practice. It made 24 recommendations for the Department for Correctional Services aimed at improvements to both policies and the policy framework.

  • Identify, Disclose and Manage: Conflicts of Interest in Public Administration covers the principles of identifying, disclosing and managing conflicts of interest. It also addresses common misconceptions and frequently asked questions, and outlines some of the common functions of public administration potentially at risk from poorly handled conflicts of interest

  • In March 2020, the ICAC conducted a survey of public officers from South Australia’s three public universities. More than 3,200 respondents from the University of Adelaide, Flinders University and the University of South Australia shared their thoughts, perceptions and experiences of corruption and inappropriate conduct within their university.

  • Looking Back 2020

    Looking Back 2020 is the Hon. Bruce Lander QC’s last public report before his term as South Australia’s first Independent Commissioner Against Corruption concluded on Tuesday, 1 September 2020.

    The report provides Commissioner Lander’s observations on the operations of his office and matters related to integrity in South Australian public administration.

  • Public Administration in a Pandemic: Unique Challenges in the Current Climate addresses some of the unique risks to integrity in public administration in the current climate and offers some suggestions as to how some of those risks might be managed.

  • Troubling Ambiguity highlights several issues in SA Health that contribute to risks of corruption, misconduct and maladministration. with regard to governance arrangements. This includes processes and governance, bullying and harassment, records management, salaried specialists’ rights to private practice, and the management of clinician’s conflicts of interests.
