The Commissioner will publish reports about concluded investigations, research, evaluations and reviews if the Commissioner thinks it is in the public interest to do so.

  • At the end of 2025, ICAC issued two online surveys: one for South Australian public sector employees with contract management responsibilities and the other for contractors and subcontractors who provide goods, services and construction work for public sector agencies.

  • Integrity State 2023–2024 provides an overview of corruption prevention recommendations made to public authorities as a result of corruption investigations undertaken during the 2023/24 financial year.

  • The Room Where it Happens is the Commission’s report examining corruption risks associated with lobbying and influencing aimed at public officials in South Australia, and the effectiveness of South Australia’s regulatory scheme

  • The Gatekeepers: Corruption risks with ministerial advisors highlights the risks to government of the trust and influence held by Ministerial Advisors where awareness of expected conduct or vulnerability to corruption is limited and appointments are not made on merit-based recruitment and screening processes.

    Recommendations were provided to strengthen the recruitment, induction, training, governance and accountability of ministerial staff.

  • The report A Dependent Commission Against Corruption examines the problems that arise from the inability of the Commission to refer matters directly to the Director of Public Prosecutions, or even to communicate with the Director’s officers regarding an investigation. It recommends that the ICAC Act be amended to reinstate the capacity for the Commission to refer a matter to the Director of Public Prosecutions.

  • When duty calls, who is responding? examines the reluctance of police officers to provide affidavits to the Commission’s investigators in matters involving the conduct of other police officers. It recommends that the Commissioner be given power in the ICAC Act to direct a public officer, who is a potential witness, to provide an affidavit to the Commission’s investigators.

    Grants administration: Final report offers general observations on grants management and raises some areas of potential reform for public sector grants governance.

  • This is the Commissioner’s response to the final three reports of the Inspector of the Independent Commission Against Corruption, Mr Philip Strickland SC.

    The Inspector’s reports relate to the examination of two investigations conducted by the previous Commissioner, the Hon. Bruce Lander KC, and a third matter that was not investigated by the Commission.

  • Buying trust: Corruption risks in public sector procurement is the second report in the Commission’s examination of the risks of corruption in public sector procurement.

    The report makes 18 recommendations to address weaknesses in public sector procurement and alerts public officers to red flags that may point to potential corrupt conduct.

  • University Integrity Survey 2023 is the second integrity survey of public officers in South Australia’s three public universities. The survey explored common corruption risks for the sector, including research integrity, records management and external professional activities conducted by university staff.

    Robust Recruitment focuses on inadequate recruitment practices observed by the Commission across a number of investigations. While the report does not make explicit recommendations, it highlights how inadequacies in recruitment practices, policies and procedures expose public administration to the risk of corruption and provides public authorities with guidance for mitigating those risks.
